Victoria has declared a four-week-long state of emergency due to coronavirus that will take effect from 12 pm today.
The state of emergency includes a mandatory 14-day quarantine for returning international travellers and a ban on gatherings of over 500 people. 14 new cases have been confirmed overnight in the state, with the total cases now at 71.
