A Human Rights Watch report released yesterday says Israeli authorities have "deprived millions of people of their basic rights" because of their identity as Palestinians.
Jamie Hyams from the Australia/Israel & Jewish Affairs Council says its a textbook example of an organisation coming to a conclusion and then writing a report to support that conclusion.
However, other human rights groups have also accused Israel of apartheid in the past.
